I don't think the Decos shirt even does anything, yet.
but really now, even if you COULD sell stuff there the shopkeeper would have to give for near-rotten bananas instead of money.

I tried wearing the Decos shirt but still couldn't sell anything to the proprieter. However, I do like the shirt and would like to enchant it to +10, making it kind of similar another (ahem spoiler) shirt you find later.

1. New Attnam shop keeper has about 1000 gold on him
2. Decos shirt, when worn for some time, will get you a small amount of gold from Decos when you talk to him
